we know that
center (−1, 4)  and  passes through the point (3, −5)

the value for the radius is,
using the Distance Formula---------r=
√(4+5)²+(-1-3)²=√(9²+(-4)²
r=√97
equation for a standard form for a circle
(x-h)
²+(y-k)²=r²
the center is (h,k)-----------> (-1,4)
(x+1)²+(y-4)²=(√97)²---------------> (x+1)²+(y-4)²=97

the answer is
(x+1)²+(y-4)²=97
