"It is fine." is an independent clause and therefore a complete sentence. It has a subject, a verb, and an adjective. An easy way to check is to reverse the subject and verb into the form of a question.

Ex: You are ready. -> Are you ready?
Ex 2: It is fine. -> Is it fine?
