To round to the thousands you need to look at the number in the hundreds place if it 5 or higher then the number in the thousands moves up one. Since the 4 is under 5 the two numbers in front of it stays the same and all the rest behind it get zero's. Do the same for the other number. The 7 is 5 or higher so the 8 becomes 9 then add zero's for the rest.
