If f(x) includes the point (3,2), y=2f(x+1)+3 includes what point? In other words, what is the point (3,2) after the transformations?

Start inside with f(x+1), the "+1" moves the point left 1 to (2,2).
The 2 multiplying by f(x+1) will multiply the y-value of the point to (2,4).
Then the "+3" at the end moves the point up 3 to (2,7).
