(1, 3) is not a solution to the equation x + 4y = 12. We know because substitution reveals that the ordered pair does not satisfy the equation.

x + 4y = 12

1 + 4(3) = 12

13 ≠ 12 <= this statement is not true so (1, 3) is not on the line
