To absorb water to lowers the intensity of flood.

Explanation:

The main role of certain plant cells in flood control is to absorb water as well as the decrease the flow of water  which slower down the intensity of flood. There are some plants in which their cells absorb huge amount of water which decreases the amount of water in the flood and as a result flood water decreases so that's why vegetation is very important in order to avoid flooded condition.
