subtract 3x from both sides

-2y=-3x+2

divide by -2

y=3/2x-1

Parallel lines have the same slope, but a different y intercpet.

Since the line has to pass through the given point, substitute (-6,-2) into the equation

-2=3/2(-6)+b

-2=-9+b

7=b

so the line is y=3/2x+7
