Answer: They are more powerful in larger groups.

Explanation:

The totalitaristic gov´t of the capitol is based on power and keeping order. Essentially they do not want a rebellion. Therefore, the twelve districts fight eachother so that there is not one single unit of force, which could overthrow the government.
