Plug in x=-4,0, and 4 to see what way this graph is pointing. When x=-4 is it 16*-3/4 (which is negetive). When x=0, y=0. and when x=4, y=16*-3/4 (Which is the same, and negetive, like -4). We see that after 0, the graph goes back to the negetives in the y axis, and before 0, it does the same. The graph tops out at 0 and never goes up, so y is equal to or less then 0.
