The point-slope form of the equation of a straight line is:

[tex]y-y_1=m(x-x_1)[/tex]

We have:

[tex]m=-4\\(4;-9)\to x_1=4;\ y_1=-9[/tex]

Substitute:

[tex]y-(-9)=-4(x-4)\\\\\boxed{y+9=-4(x-4)}[/tex]
