2x + y = - 8
y = - 2x - 8

Since we are looking for a parallel line, we use the same slope of - 2x.

y = - 2x + b

Plug in your given point.

5 = - 2(- 3) + b
5 = 6 + b
5 - 6 = b
-1 = b

Your equation is y = - 2x - 1
