Guinness World Records lists the "Largest empire by percentage of world population", as the Achaemenid Empire, circa 480 BCE, at 44%.
On the other hand, Oxford University Press by a proxy of Wikipedia list of Largest empires by share of world population says that the Achaemenid Empire was only 12% of world population.
What's with the difference?
